About the Opportunity:
COLLABERA is seeking a Senior PMIS Portfolio Governance & Vendor Management Lead to support a large transportation and infrastructure organization managing a $32B capital portfolio.
This role sits within the PMIS portfolio team, which is responsible for ensuring enterprise-wide adoption, performance, and continuous improvement of the organization's Project Management Information Systems (PMIS).
The team currently works with the vendor, who provides:
  • AMS (Application Management Services) – ticket intake and operational support
  • ADS (Application Development Services) – smaller system enhancements and development work
However, formal governance, financial oversight, and vendor management processes are not currently well defined.
This role will help bring structure, financial visibility, and vendor accountability to the PMIS ecosystem while supporting the Director in managing vendor performance, budget oversight, and contract strategy.
This is an ideal role for someone who is comfortable operating in complex environments, can analyze vendor operations and financials, and can introduce governance and process improvements across a large portfolio.

Day to Days:
  • Partner with the Director of PMIS to establish governance, financial oversight, and vendor management processes across the PMIS portfolio
  • Provide visibility into vendor performance, budgets, and spending related to the vendor AMS and ADS services
  • Analyze vendor activity including tickets, enhancements, support work, and delivery metrics
  • Help define clear operating models and escalation processes between internal teams and vendors
  • Support contract management, vendor negotiations, and strategic sourcing decisions
  • Work closely with internal stakeholders to understand system enhancement requests and operational issues
  • Provide portfolio reporting and insights on PMIS system usage, vendor activity, and operational health
  • Assist in prioritizing system enhancements and issue resolution between the vendor and internal teams
  • Identify opportunities to improve processes, accountability, and transparency across PMIS operations
  • Operate as a hands-on contributor within a complex and evolving environment

Must-Haves:
  • 10–15 years of experience in portfolio management, program controls, IT governance, or enterprise systems oversight
  • Experience working with PMIS platforms such as Primavera Unifier, EcoSys, Primavera P6, or similar project portfolio systems
  • Strong financial management experience including budgeting, forecasting, and cost analysis
  • Experience managing or overseeing third-party vendors
  • Exposure to vendor contracts, service delivery models, or vendor performance management
  • Ability to work within complex or evolving organizational environments
  • Strong stakeholder communication and ability to translate operational insights into actionable recommendations
  • Experience working with enterprise reporting tools such as Power BI or similar analytics platforms

Nice-to-Haves:
  • Experience in large capital programs, infrastructure, transit, or construction environments
  • Experience working in public sector or highly regulated organizations
  • Familiarity with document management or collaboration platforms (ProjectWise, Teams, Webex)
  • Experience supporting enterprise PMO or portfolio controls functions
  • Professional credentials such as PMP, MBA, CPA, or equivalen
